screen refresh when scrolling

I just bought a Compaq Presario R3000 for my wife for Christmas. It has a
very annoying habit of refreshing the screen when scrolling IE and other
windows. Is there a setting somewhere to change that?

I'm not quite sure what you mean however, when Internet Explorer is open
click on "Tools" (menubar) select "Internet Options" then click the
"Advanced" tab. In the list under "Browsing" find "Use smooth scrolling"
and check it if it's unchecked. See if that helps.
