Options to change wallpaper may be missing or unavailable on a Windows
XP-based computer:
http://support.microsoft.com/?kbid=921049

Open a run command and type in:
regedit.exe click [OK] on the Registry Editor locate these Keys and make
the appropriate changes:
[-]HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\ActiveDesktop=
In the right Pane/Window locate and delete this entry
"NoChangingWallPaper" or change its value to 0.

[-]HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVersion\Policies\ActiveDesktop]
In the right Pane/Window locate and delete this entry
"NoChangingWallPaper" or change its value to 0.

[-]HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\System=

In the right Pane/Window, locate and delete these two entries "Wallpaper"
and "WallpaperStyle".

[-]HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVersion\Policies\System
= In the right Pane/Window, locate and delete these two entries "Wallpaper"
and "WallpaperStyle".
Close the registry try the Display properties and chnage the wallpaper,
does it accept the changes?.
