Screen dims a lot

When ever Norton or another program tries to access or up date the screen
dims untill I click on the programbox etc. I would like to change this
option but can't find it in the search box. It's driving me nutzzzzz plus I
don't like the screen fluctuating like that.

The dimming is the Secure Desktop kicking in until you give the application
that wants system wide access permission to continue. This is an important
part of the User Account Control that prevents malicious code from running
on your system.

You can turn UAC off in the User Accounts of Control Panel, but this is not
