screen all wobbly

last sunday i reinstalled win xp everything was fine till i turned my
computer on monday. i have lost the ability to put my computer on stand by.
it was working before and i dont know how to fix it and it was also working
and highlighted in my shut down box. the secound thing is i cant seem to
scroll down or up properly the screen seems to be all wobbly and dragging
just leves bits behind then is all slowy moves together down the page. what
is going on please help.

That sounds like there is a program or process slowing it down a lot. If
rebooting doesn't cure the problem take a look at the processes that are
running using the task manager. See if any are using a significant
percentage of the CPU. For info.... just after booting on my PC the "System
idle process" uses about 95% of the CPU. eg other processes only take about
3-5%.
