Scope wont release addresses

I have a scope on a DHCP server that servers my clients on
172.19.X.X...it works fine. Every client on this subnet has a
reservation.

I created another scope on the same server for the private IP range of
192.168.X.X , when I activate this scope no new unreserved clients on
the network receive any IP's from this range.

Any clues?

Yea. You can't do it that way.

Each scope is to be a different subnet (as yours are), then the network's
physical topology requires a "segment" for each subnet (or "logical" segment
with VLANs). Then you need a router to route between the subnets and the
router must also be setup to forward DHCP Queries to the DHCP Server. The
"forwarded" queries comming from the router will contain the proper
information for the DHCP to know which Scope to pull the address from so
that the client in the proper subnet receives the proper address from the
proper scope.
