scheduling web jpeg for desktop backdrop image

2 computers, each of which have their desktop background image
synchronized with a image available from a weather satellite. For
each computer I have created a "every half-hour" schedule, but only
one of the computers allows me to associate the schedule with
synchronizing with the web available jpeg. The other seemingly allows
the association, but it doesn't stick (i.e., the enable checkbox will
be disabled the next time I examine it).

Anyone have a clue as to why one works and the other does not?

What exactly to you mean with "to associate the schedule with
synchronizing with the web available jpeg"? Please be as
specific as you can.
 
Desktop=>properties=>Desktop(tab)=>Customize desktop=>Web(tab)

choose item to synchronize (in my case a URL that is a weather jpeg)
choose properties
choose schedule
enable "using the folowing schedule:

The last item is what works for one computer, and does not stick for
the other computer.

Sorry, you're way ahead of me there. I was thinking of a
different scheduling tool when I bought into this discussion.
