SCheduling users for meeting

In Calendar/scheduling, when I "add others" I can view 4 users schedule (not
what they have going on but that they are busy) and everyone else comes up
with slashes in their boxes.

ie.

User A is free between 8:30am and 10:30am, busy 10:30 am to 12:00 noon, free
12:00 noon to 5pm.
User B has \\\\\\\\\\\\\\\\\\ and if you put the cursor over the slashes
you will get" "no free/busy information to retrieve"

I went into tools/options/calendar options/free/busy option and everything
that is set in there on several of the users are the same as the 4 users who
information can be seen.

Any ideas as to what is going on?
