Is there a way to schedule emails to go out on certain dates and times, yet
compose them at once and then put them in a queue
 
No, Windows Mail doesn't have that feature, and the workaround is
not really feasible. If it was a one-time deal, you could rig something up
in Task Scheduler. If you really need that feature, get Microsoft Outlook.
