If I schedule to back up data files at a certain time everyday (using Win xp
back up wizard), can the data be backed up if someone is working on one of
the files during the back up process?

The short answer to your question is "yes." Here's the detailed answer from
the HELP file which accompanies Windows XP Backup:
"Backup creates a volume shadow copy of your data to create an accurate
point-in-time copy of the contents of your hard drive, including any open
files or files that are being used by the system. Users can continue to
access the system while the backup utility is running without risking loss of
data."

Hope this answers your question.
