Schedule a meeting

I'm trying to schedule a meeting but I don't have the
option "plan a meeting" or "new meeting request" under
the "Actions" menu. I'm using Outlook 2002 on XP. Please
help.

It's under the File>New menu or, click the drop-down arrow next to the New
button.
