Scene Clips from DV Shots

Movie Maker seems to make clips of uniform sizes, which is OK since it makes them manageable

But is there a way to make clips by scene -- which is to say, is there a way to have the clips break whenever there's a discontinuous time-code on the DV track

I mean, it's possible to determine when the camera was stopped -- shouldn't it make clips/scenes from the various shots I took?

When you import your DV-AVI file if you have the "Create clips for video
files" option checked before you click Import then we will look at the time
stamp of each frame and if a gap is detected then a clip will be created.
