Scanned Doc grew 10X in size

I scanned a document at 1200 dpi in B/W mode. I did that to make sure the
details were there. I then used an image editing software to reduce the image
resolution to 200 dpi. the original doc was 8.5" x 11". It's now 66" x 85".
Suggestions as to what may have happened?
 
You simply made it appear to be 6 times larger by changing the
"resolution" from 1200 dots per inch to 200 dots per inch. In other
words you said to get the inches please divide the number of dots I have
by 200 instead of 1200. The software you used may not actually support
"downsampling", which is what you were trying to do. Or you may need to
"convert" the resolution to 200 because what you want to do is convert a
6x6 pixel block into a 1x1 pixel block. BTW, the "66" x "85" dimensions
stated,(if there isn't a typo) are bogus and that makes the software
capabilities even more suspect.

I wouldn't reduce the DPI, but just resize the image. Create a copy of
the original and then resize the copy to what you want. For an email,
use 640x480 or 800x600, higher for other needs.

A 2592x1944 pixel image equates to 36"x27", so the original wasn't
8.5"x11" after you scanned it at 1200 DPI, only before.

What image-editing software did you use?

Many require you to first change the dip THEN make changes to the
print size of the image. That can usually be done on the same screen.

I don't know what program(s) you use, but changing DPI first isn't
necessary. Once an image has been scanned, the DPI is set. Resizing an
image will automatically change the DPI or PPI, so it isn't necessary to
change DPI first, unless you know EXACTLY what altering the DPI will do
for the image size you're trying to attain. It's much easier setting
the standard size and letting the program calculate the DPI or PPI.
