scandisk problem

my pc wont allow me to scandisk properly it keeps
restarting but too no evail it wont auto fix the problem
or allow me too defrag.

Your problem is that you are trying to run a program that doesn't
exist in XP. No NT architecture OS has ever used a program called
Scandisk. They use a remarkably different program called Chkdsk.
They run differently.

Defragmentation has nothing to do with error checking using chkdsk.
