Scandisk does not start upon reboot

Using xp prof and normally if the pc was not shut down in the normal manner,
it will start to scan the disk for consistency during the next reboot.
However, my labtop will not start, The message will say it will check the
disk but it will stay at 0% completed.
If I prevent the scan from starting (that is before the time run out), it
will goes to desktop with icons. However, the labtop does not seems to be
working example Start>run>%temp% and nothing appears. Similarly no dialog box
appears when I click on the Recycle bin.

What can I do to rectify this problem? I do not have the cd that comes with
this IBM labtop (but I have xp home (oem version) from my other pc.). Your
explanation as to what is happening to my LT is much appreciated

First thing would be to see if the drive is defective, run the hard drive
mfg's diagnostic tool (available from the mfg's website). And as a side
note, XP does not have scandisk, it is chkdsk in NT based OS's.
