scan.msi file not found

window opens titled scan , please wait while windows installer configuers
scan. then new window says the feature you are trying to use is on a cd -rom
cant cancel
& cant shut down or restart
 
How do I permantly remove the automatic "scan installer " upon startup so it
does not repeat.
