Scan into documents with Web Quality Resolution

I have a problem with a customer who normally scans into word using web
quality for resolution, but the option now is disabled(greyed out). Why?
They are using MS Office XP 2003 Professional edition with Windows XP
Professional. I've already reinstalled both his scanner and Office software
with no effect. Any help would be appreciated.

This is presumably because he has the scanner's twain driver installed,
which provides far more control over resolution?

Yes, the TWAIN drivers are installed.
