Saving word document that can be printed but not edited.

How do a save a document in 2003 Word so that it can be printed but not
edited by recipients?
 
Convert it to a .pdf although even they can be edited if the recipient
really wants to.
 
There is no way that you can prevent any document that you allow someone to
see from being copied/edited etc. You can only make it a little more
difficult to do so. PDF is one possibility, creating a graphic of the
document is another.
