Saving web pages in mht format

I'm wanting to save a web page stored on my local hard
drive in mht format to email to a friend. When saving
the web page in IE to a file with mht format, the
background images are not saved. Is there a fix to this
or a work around?

Saving in html as a complete file doesn't work either.
