Saving Track Changes

I use XP Pro, version 2002 SP2 of Word, and I am having difficulty saving
track changes in the " final markup" display format. When I am done editing
a document using track changes, I save and close it. When I go to re-open
the document, the track changes are not displayed--they have been accepted.
This also happens when I attach the document to an email (when Word is
closed). The receivers of the attachment cannot see the track changes, nor
can I when I open the attachment from the outgoing email.

I noticed that in the left side of the Reviewing tool bar, there are 4
options for viewing the document: Final; Final Markup; Original; and
Original Markup. Final Markup show my track changes. So I save in Final
Markup. However, after I close the document and re-open it either from Word
or after I have attached it to an email, it is in Final. I can then choose
the option Final Markup to view my changes, but this is not preferable,
especially because the receivers of my attachment won't know to do this.

Why does it default to Final in the display format on the Reviewing toolbar?
And how can I make it default to the last display format that I chose?
