Saving to CD/DVD ROM

I recently rebuilt my hard drive (Toshiba notebook) folowing crash. Since
wiping and rebuilding can no longer save to CD/DVD drive or access blank
CD/DVD. The option to "send to" ad CD/DVD alsono longer appears in windows
XP. any ideas?
