Saving MSPaint documents as JPEGs in Windows 2000

In Windows 2000, running MSPaint, I am unable to save
files as JPEGs or GIFs, only BMPs. However, on the same
machine I can make the save when logged in as
administrator. Any ideas on how to allow restricted users
to access this feature of paint?
 
One possibly fix is clearing out the Internet explorer temporary files.
