I can change my language in XP but can't save my files in
hebrew's characters.

Saving files in Hebrew completely depends on the application which is
being used to save them. Which application are you using to save the
files? For example: If it's MS Word, you should be able to save in
Hebrew provided you have installed the Hebrew language and set the
right to left displacement.
