saving file downloaded from internet

Hi. I've downloaded a file (smileycentral) from the internet, and it won't save or open on my computer. I have Norton, Stopzilla and work through an in home wireless network. I've tried disabling both Norton and Stopzilla and this doesn't appear to be the problem. I think the problem was with loading a program with my XP. How can I get the program to load with XP, IF the file keeps being saved in it's own folder? I've already tried to open the file directly from the website, and this did not work either. After doing so, the program fails to operate. Is this an XP or network dilema?
 
I would tell you how, but you *don't* want this.
smileycentral is chock full of scumware.
