Saving File Copies

Is it possible to save a copy of a file on both the user machine and on the
server?

We have 8 user machines now with an additional one we use as a combination
print/fileserver. They go all the way back to Win 98.
My supervisor asked if it was possible to save file copies locally in
addition to being able to save them on the server. Our problem is that some
users are new to computers and delete/overwrite files sometimes. We have no
way to get them back now, and I know with individual machines, if a file is
deleted at least, it can be restored from the Recycle Bin.
 
As a follow up, our tech says that we would have to save at both machines
and that would be a waste of time. Is that right?
