Saving as comma delimited

I need to import a comma delimited file into Excel, do
some changes to it, then export it back to its native
application as in csv format. However, even though the
file starts off with separated by commas with double
quotes around each item, Excel strips the quotes out. Is
there a way to force Excel to save a file as csv but
putting double quotes around each item of data?
