Save web pages as shortcuts in outlook

On my Shortcuts pane in Outlook 20003 there is a link to the Microsoft Office
Online Downloads page. I am not sure if this is there be default. How do I
create links to other web pages? I seem only to be able to create shortcuts
to Outlook folders.
 
There isn't a really easy way however there is a trick you can use to do it.

1. Create a new folder (CTRL+SHIFT+E) and give it the name you want to name
your shortcut.

2. Right-click the folder on your folder list and choose Properties | Home
Page. In the address field type or paste the URL to the website you want to
create a shortcut to. Check the box for "Always show folder home page" at
the top.

O.K. your way back out. Now when you click on that folder it'll open that
website in Outlook.

Note: browsing in Outlook is a fairly dubious use of the app. You're
probably better off creating a folder on your Windows desktop and dragging
URL shortcuts in there. You can add that folder to your Windows taskbar if
you want a fast way to access those shortcuts.

Or...you could just use the Favorites feature in IE. That's what it's for.
