Save password setting not retained in Outlook 2003

I use Outlook 2003 on a laptop with XP Pro, both with all the latest service
packs and hot fixes. My problem is the one that is supposedly addressed in KB
article 290684. I have followed this "fix" explicitly several times,
experiencing no problems in the process, however, I am still incessantly
prompted for my password! I have searched all over for a fix, but all seem to
point to this same solution, which does not rectify my problem.
Interestingly, this problem only occurs on my laptop. I have a similarly
configured PC which does not experience this problem.

Is there a solution to this, or am I stuck until Microsoft decides to
address this?

and the problem still persists. It's somewhat annoying.

I think I just had the same problem and I found out that it is related
to the lsass.exe (Protected Storage) service. The fix in KB290684 did
not help for me as well but I was able to track it down to a registry key:
"HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Explorer\User
Shell Folders\AppData"

It is read by the Protected Storage service invoked by Outlook.
Unfortunately on my system this key was not present at all. After
restoring it Outlook/Protected Storage was able to store and read the
password correctly. The Value points to the Application Data folder
where the actual keys (required to decrypt the encrypted passwords) is
stored. Please take care not to delete the Application
Data\Microsoft\Protect\ or any of it's sub-folders because they contain
the necessary keys.

Restore the following Value:
HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Explorer\User
Shell Folders
Value 0
Name: AppData
Type: REG_EXPAND_SZ

Excellent! The only source that fixed this annoying problem. Upgraded from
Office 2K to 2003, and also annoyed by repeated requests for my POP3
password. KB290684 also tried and failed (at least twice). Added the
AppData reg key per your post, and wallah. I didn't have all the other keys
you have listed, but as long as it works, I'll leave well enough alone.

I fail to see how this is related and why it solved your issues unless the
key was entirely missing from your system. Not just Outlook should have been
affected then and more importantly; how did you lost this key in the first
place (virus or other ways of a compromised system comes to mind...)?

What did the key contain before import of the posted reg?
