When I click on an animation in a web page or e-mail and want to save
it, I click on save as then the down arrow BUT only have .bmp. How do i add
to save as a jpg or gif?? when there is no jpg or gif there?

Learn to live with it... and find a program (there are lots of 'em)
that will readily convert your saved .BMP files to any format you want.
 
The usual fix is to clear your cache.
IE-Tools-Internet Options-Delete Files (in the TIF section)

That seems to work about 98% of the time but if it doesn't, close IE
and reopen and do it again. Also it has been reported that clear
cookies helps, but ensure you save any that you need.

I believe you need to install a viewer in order to have that option.
This is the best free one that I know of and will view/save many file formats.
Add-ons are also available for it eg: MP3 player

I know if you don't have a viewer installed that recognizes .jpeg you won't
have that option to "save as" .jpg .jpeg
