Same problem

I have been trying to fix these problems for more than three
weeks; I have been advised of many solutions here and MS and Dell and my
own tech

(Dell Dimension DIM 4400; 1.59 GHz 256 MB of RAM Pentium(R) 4 CPU 1.60 GHz)
(MS XP Pro 2002; IE/OE 6.00.2600)

One problem was fixed regarding virtual memory and
paging sizes; at least I do not get any more error messages when I open up

But the two remaining problems remain after trying many procedures in MS
documents

I. I cannot down load IE, XP, OE service packs or their patches-
I always get the error message "the software you are installing has not
passed Window's
logo testing to verify compatibility with Windows XP- it
will not be installed" my tech says this is common problem due to MS
problems

2. I also still cannot get into many sites- I get
"The page cannot be displayed" I have always been able to
connect and get home pages but not after those pages- some are when I need a
password and others are for special information like updates of information

Solutions tried:
MS knowledge article 828031
MS troubleshooters I can not uninstall Windows XP hotfix KB 823559 security
patch nor re-install any of the suggested programs
I have changed security settings; installed firewalls and uninstalled
firewalls; cleaned disk; de-fragged; used ad-adaware and Norton's anti-virus
and uninstalled them- we just upgraded to corporate edition of Norton and
just finished scanning- removed all temporary files and trash bins, etc.
etc- still no changes

Thanks for the assistance before, but I still need more
advice
