saitek x36 problem

what does this mean?
The class installer has denied the request to install or
upgrade this device.
I'm trying to install my saitek x36 joystick via the
serial port. I thought the problem was because of digital
signing, but every time i go to the hardware settings to
try to set digital signing to ignore, it won't let me. no
matter what i set it to, as soon as i press ok, it
defaults back to warn. any1 know of a method to cure this?

it seems after i switch it to ignore, i have to hit apply
for the changes to take effect. However, the apply button
is disabled and every time i check, the setting is
automatically set back to warn.
