Safely remove hardware

XP, SP 2 (the latest)
Maxtor external drive.

Safely remove hardware. Device cannot be stopped.
Why not? I rebooted, including cold reboot. Turn off drive. Turn on
after rebooting. Safely remove hardware. Cannot be stopped.

What happened?

When I first got the drive, I would just shut off the power. But then I
lost all my data. Now I am careful to safely remove hardware. Suddenly I
cannot!

Please advise me.

If it's a USB device, Windows, by defualt, makes so you do not need to use
the "safe to remove" feature, but, in your case it seams to be different. To
make it so you do not need to do the "safe to remove" feature, go to
Administrative tools, then, computer management,click on the hard drives tab.
Right click your drive, go to "Policies", and click "Optimize for quick
removal." If this doesn't fix your problem, I'm sorry! HOPE THIS WORKS!!!

I used PerfectDisk to defrag, and now the problem went away.
