safely remove hardware causes loss of devices/drivers

My build in card reader stopped working as well as my front usb ports
on my compaq desktop. All the devices with removable storage icons were
gone from My Computer. I deleted the drivers and restarted and let
windows redo them. Everything was back and worked until I clicked the
safely remove hardware icon and it did it again! All the device icons
gone, card reader again dead and so forth. Redid the drivers and it
works = again but what is the deal with the safely removes hardware
part that causes this to happen?

This can be a symptom of 3rd party disk or USB filter drivers
that mess with the safe removal process.
( I know, this information does not look helpful... )
