safe sender's list-control

I do not have Outlook at present-(just microsoft works & outlook express).
A message "safe sender's list is full"often appears when moving mail from
junk to in.
Which program is required to manage this list,please

microsoft.public.outlookexpress.general is the correct newsgroup for OE
questions.
