safe senders being junked

I have Outlook 2003. Most of my safe senders are still going to junk mail
and I can't figure out why. They also get duplicated when they end up in
junk mail. I mark them "not junk", "add to safe senders", etc but the very
next time, they are in the junk mail box and there is usually 2 of the exact
same message. I do have junk email filters set and these emails don't seem
to fit any of the criteria. Any suggestions? Thanks.

Is it every message or just from certain senders? They may have an invalid
or corrupt email header or invalid from field entry - if so, this would only
happen with certain senders.

Just certain senders. Is it something they need to try to fix or is it on my
end?
