Safe removal from usb

Windows XP
When I click the safe-removal-button to disconnect my external harddisc I
get a message that the harddisc could not be stopped right now and that I
have to try later. But it does not work to remove safe later either.
The problem exist only when I have moved data from my PC to the external disc.
Anybody knows what to do?

How is the external hard drive connected? USB? If so, it is on a USB 2.0
port or the older USB 1.1? Make/model of the external hard drive?
