My laptop Dell Inspiron 2650 will not open in safe mode when I hit F8 when
Windows is opening. The OS is Windows XP Home Edition.

When Windows is opening is too late to press F8. You should press F8
before the POST is completed.

. You cannot start Windows XP in Safe Mode.

In F8 method-As soon as the BIOS has finished loading, begin tapping the
F8 key on your keyboard. Continue to do so until the Windows Advanced
Options menu appears.
Otherwise-Click Start> Run > type msconfig and then click OK.
The System Configuration Utility appears. Check the "/SAFEBOOT" option,
and then click OK.You then see the prompt to restart the computer. Click
Restart.

Before you ask, POST is Power On Self Test.

When Windows is opening is too late to press F8. You should press F8
before the POST is completed.
