START|RUN
Type "msconfig" (no quotes) <enter>
Click the BOOT.INI tab
Checkmark the SafeBoot box
Reboot

When done with Safe Mode, UNcheck that box
Reboot

Press F8 at the start of boot and then select the option
you want from the list.

Principal way is to hit F8 as BIOS info goes to black at power on -
before the Windows Logo appears. That should give the menu to choose
it. But the time window can be tricky to hit.

Alternatively Start - Run MSConfig.exe
and on the BOOT.INI page check /SAFEBOOT and OK to exit and reboot to
Safe mode. You will there have to run it again and restore the setting
before returning to Normal mode (and could do so and exit without
rebooting if you were say about to install video drivers that would want
to reboot as the final step). On booting again there will be a message
from 'System Configuration - trouble shooting mode'; check the 'Don't
show this again' box and OK

with the "time window being tricky to hit", i just repeatedly hit the
F8 key til it goes into safe mode
