Safe Mode keeps creating new administrator accounts

Windows Explorer won't work in normal mode. But, it will work in Safe Mode.
However, each time I log on in Safe Mode as Administrator, a new
administrator account is created. I now have four or five administrator
accounts, .000, .001, etc.

Ran repair installation, worked with MS tech support for hours, did clean
boot, scanned for viruses, malware, etc - No viruses.

Can anyone help?

Too critical a system - proprietary software - to wipe it clean.

This helps in one sense, getting rid of the files. The cause persists,
though. I cannot openWindows Explorer in normal mode. So, I have to go into
Safe Mode, and if I log in as Administrator, it creates a new account.

Tried clean boot, repair install, etc., etc. Worked with MS tech support.
I really would like to know why this is happening. But, it looks like the
only thing I can do is reinstall XP.

Windows creates the .00# document and settings trees when a profile is
corrupted and cannot load correctly. The usual procedure to fix this is to
create a new profile and copy data from the corrupt one per instructions in
http://support.microsoft.com/?kbid=811151 . However, if the built in
Administrator profile is corrupt, it creates an interesting problem because
that account can't be deleted. You could create another user with admin
rights and avoid using the built in, but otherwise I don't know if there is
a way to resolve the account issue. The profile corruption may be causing
the Windows Explorer problem, and that might be resolved using a different
profile. You shouldn't be using the build in admin account in any case for
day to day operation.

Update your antivirus software and run a full system scan.

Update whatever anti-spyware applications that you have and run a full
system scan with each one.

Thanks for your response. I am not using the built-in admin account, I have
my own account, with admin rights. I noticed the admin account issue when I
logged into Safe Mode as Administrator. Every time I log in that way, it
creates a new profile. Unfortunately, it looks as if the only thing left is
reformat and reinstall, even though I paid for ms live chat and got nowhere
with that. Not even paying $299 to talk to someone and then reinstall.
