Can't start Administrator account in Safe Mode on XP Home

I am unable to enter/ launch/ start my Administrator account in Safe Mode.

I do not have passwords assigned to the Administrator account (nor do I ever
get to a point in which I am requested to enter a password). I have XP Home
with SP2 and all patches are up to date; I am running MicroSoft AntiSpyWare
(beta) and MacAffee Viruscan - both are up to date and no viruses or malware
or spyware are detected.

Details: After restarting pc and tapping F8 key, I am able to launch Safe
Mode to a point where it requests an account to start - either the
Administrator or the primary user (Dad) account. The Dad account will launch
and take me into Safe Mode. The Administrator account will NOT launch but
will 'hang' or 'freeze' on the Administrator icon indefinetly. I am only
able to power off the pc in order to continue.

The objective of getting in to the Administrator account within Safe Mode is
to remove some software applications that are not showing up in the
Add/Remove programs list (from Control Panel) when the primary user (Dad)
account is loaded normally. The software applications are also not available
when the Dad account is started in Safe Mode. Any insights are appreciated!
