S3 Standby Problems HELP

I'm working with an XP Home install with all(to 9/16) MS hotfixes and
recommended fixes(WindowsUpdate). It's an Intel D865GLC mobo using the
latest(to 9/16) BIOS and drivers from Intel + P4/2.60C with DDR3200/400. S3
Standby state is selected in BIOS setup as is min fan speed of OFF.

Standby mode is behaving oddly. Logged-in as user that I used while
installing everything, XP wont fully enter Standby mode. The screen blanks
but the CPU fan attached to the mobo CPU fan header does not stop spinning.
When logged-in as another user, Standby works and the CPU fan stops. When
one selects Standby from the user select screen(login screen) then the
system hangs.

What's happening?? What does Standby mode behavior have to do with the
user? I thought all that stuff was at a level or two below the user stuff??

I've previously only dealt with XP Pro and not Home. Does the concept of
the user 'Administrator' exist in XP Home(how to get to it)?? Administrator
appeared once briefly on the login screen but never appeared again???

Is anyone having problems making Office 2000 Prem (with all OfficeUpdate
fixes) Photodraw work under XP home? It aborts with an error before starting
fully for me.
