i am trying to connect my computer to the TV via the S-
video cable, but i cant get any picture

Check the graphic card manual but a generic way:

Connect Video Out to TV using S-Video cable and turn TV ON.

Reboot PC.... no version of Windows can see a device that is turned off.

On bootup, XP should now detect there is a TV attached. Now right click on
the desktop and select Properties. On the Settings tab, click on Advanced
and look for the Monitor tab. On the Monitor tab, provided you have the
correct drivers for your graphics card from the graphic card manufacturer's
website, there should be an option to 'switch' output from monitor to tv.
Remember that audio will still emanate from the PC speakers, S-Video is just
that... video ONLY.
