Runtime error when accessing User Accounts from CP

Whenever I try to access User Accounts from the Control Panel in WinXP
SP2, I get the following dialog box:

A Runtime Error has occurred.
Do you wish to Debug?
Line: 3
Error: Access has been denied
From there I'm given two options--yes or no--to debug. If I choose
"Yes" twice (if I choose once the error appears again) it will go into
User Accounts. If I choose "No" it immediately goes into User Accounts.
Whether I choose Yes or No it will allow me to go back into User
Accounts without the error for about a minute. After a minute the exact
same error appears again.

Can this have anything to do with .NET? I've installed and uninstalled
both .NET 1.x and 2.0. Currently I have just 1.1 installed. I've done a
repair with .NET 1.1 but it has no effect. I did remove the ASP.NET
Machine Account because I'm not a developer.

This is my PC at home and I have full administrator rights. I'm not
connected to a LAN, only the Internet.

A lot of Runtime errors, are a virus.

If you are using IE then do the following from IE select the following.
Tools > Internet Options > Advanced > Browsing
Or, Start > Control Panel > Advanced > Browsing
Make sure there is checkmark against "Disable script debuging"
Remove the check mark, if applicable against "Display Notification
about every script error"
Now hit OK
Can this have anything to do with .NET? I've installed and uninstalled

I have 1.1 & 2.0 installed & ASP.NET removed.

Thanks John, that did the trick. :)

I had also installed then removed IE7 b2. I use NOD32 and did a full
system scan with no errors. I'm a registered user and it keeps my virus
sigs up to date at least several times a day. Thanks as well for all
the links.
