Runtime Error: Program C:\Windows\Explorer.exe

Get this error when trying to access Windows Outlook.
Messages: 1) "Application has requested Runtime to
terminate in an unusual way"; 2) Procedure entry point Get
IUMS could not be located in DLL library MSDART.DLL.

This happened after replacing failed motherboard. Help
appreciated.
