runs in remote for 2 users but switches to application for other users

We've been using terminal services successfully for the past 2 years and suddenly we have problems

2 users when they now connect are in "application mode" with Outlook launched but using the same remote desktop client I can connect with my user account and its running in remote mode

I copied my user account and the user gets the same results as the users who are getting "application mode" results

When I look at the configuration for terminal server it is running in remote mode

Any suggestions would be appreciated.

I'm sorry, but your post doesn't make much sense to me. I believe
that you are mixing the terminology:

In W2K, a Terminal Server is either in "Remote Administration"
mode (meaning: no additional license requirements, maximum of 2
concurrent connections for Administrators only) or in "Application
Server" mode (meaning: additional licensing requirements,
unlimited number of connections, multi-user support). Both modes
need separate installation, through Add/Remove Windows components

In Windows 2003, these modes are now called "Remote Desktop for
Administration" and plain "Terminal Services". Remote Desktop is
already pre-installed, Terminal Services needs installation
through Add/Remove Windows components.

For both W2K and 2003: a Terminal Server can *not* be in one mode
for user1 and in the other mode for user2.

I believe that you are meaning "install" versus "execute" mode.
Install mode is the special mode you must put the server in when
installing software for multi-user usage on a Terminal Server.
Execute mode is the normal operational mode.

If you are running Windows 2003, and you do indeed mean "install"
mode", then this is a known problem. Here is the hotfix:
