Is a Remote Desktop Connection the same as a Terminal Service connection?

And if so, how do I control which applications a user sees when they log
into the Remote Desktop, and prevent them from browsing the servers' local
disks?

Yes, that's the same thing.

You can secure your terminal server in several ways, by using a
combination of Group Policies and NTFS file system permissions.
