running recovery disks saved to a flash drive

I lost the file E:/setup.exe when my hard drive crashed. Installed new drive
but the file is missing. Of course my DVD-CD rom drive will not start a
software installation
or run the recovery disks i received with computer. I copied the recovery
disks to
a 8GB Flash Drive (Cruzer) now I dont know how to install these files. Any
help would be appreciated.

Why will the DVD-CD ROM drive not start a software installation? Did you set
the BIOS to boot from the CD drive?
 
Not sure but, it appears your trying to use a DVD to recover with, and
natively XP doesn't see DVD, you would need a third party application to read
DVD's
did you have a recovery partition on your old HD?
if so you need to contact the manufactor to get new recovery media that will
be read. ask a friend who has a DVD drive to read the disk possibly install
your new hd in his pc and copy the files to it within a recovery partition,
then install to yours and run the recovery software

During the install, Windows isn't running you idiot; you're running off the
disk. And XP does read data DVD's, it just can't write to DVD and can't
decode movies without extra software. Ever tried to install a video game from
a DVD? Works fine.
