Running programs under local account.

I have a client that requires to run PSP 7 using a local account because
there is no network connection on-site. PSP 7 runs under the Administrator
account but won't run under the local user account. I have been told to add
the user account to the Administrators group, how do I do this ?

Go to Control Panel, User Accounts, then click on the
account you want to change. After that, click on "Change
Account Type"
