Running Outlook Rules

Using Outlook 2003 how can I get the email rules to run automatically?
Currently, I have to run the rules manually after checking my email. For
example, I would like for the rules to permanently delete messages I
specified in rules I created as they arrive rather than having to "run rules"
manually.
 
Be sure to put a check mark in the box by the rule to turn it on. Rules with
the box checked are ran automatically.
 
Actually the rules are all turned on and checked. That's why I thought it so
odd that they do not run automatically as email is incoming.
