There has always been a lot of churn on this issue in the newsgroups.
With Windows XP Embedded, you are licensed to run a *single* line-of-business application locally on your device. If you require more than one application to run locally, you must have these apps hosted on a Windows 2000/Windows 2003 Server and purchase client-access licenses (CALs) (as the case may be).
There are exceptions to this rule, based on how your system is architected.
Consult your distributor for more details.
