Running Home Publishing 99 with Windows XP

Are there any fixes for running Home Publishing 99 with Windows XP? My
sisters computer blue screens when she installs it. The last time she tried
to install it, it told her something was missing so she downloaded what was
missing and the computer went to blue screen and wouldn't restart even in
safe mode. I am going to try to repair Windows and if that doesn't work do a
clean install. I want to make sure there is a fix for Home Publishing 99
before she tries to install it again.

Hopefully someone will jump in here if my 2 cents worth is incorrect.
If the blue screen occurs during install (running a setup.exe or install.exe
or something similiar), then perhaps you can right click on the install
program, choose properties, go to the compatibility tab, check the 'run this
program in compatibility mode...' and choose an OS like Windows 98 or
whatever OS the software was designed for.

If it installs properly, then you also may or may not have to run the
installed software's executable in compatibility mode too.

Paul Randall's answer would seem correct
The program was designed/ released when win 98 was the bees knees
A number of subsequent patches were released, which may help in winxp
